Mission, competences and strategic goals of the Crisis Management Centre.
The Crisis Management Center, as well as the Steering Committee and the Assessment Group, was established to propose decisions and ensure constant consultations, coordination, timely response, efficiency and appropriate use of resources available in the event of a crisis, and to ensure timely, high-quality and realistic assessment of the threat to the security of the Republic of Macedonia from risks and dangers.
INDEPENDENT STATE ADMINISTRATION BODY
The Crisis Management Center, as an independent state administration body with the position and function of a directorate and in the capacity of a legal entity, is intended to perform the following tasks:
- ensures continuity in interdepartmental and international cooperation, consultations and coordination in crisis management;
- develops and updates a single assessment of risks and dangers for resolving the crisis; - proposes measures and activities for resolving the crisis and performs other tasks determined by law.
The Center is the bearer of the overall support (professional, organizational, administrative and other) of the Steering Committee and the Assessment Group.
MANAGEMENT STRUCTURE OF THE CRISIS MANAGEMENT CENTER
The Center is managed by a director, appointed by the Government of the Republic of Macedonia for a four-year term. A civilian is appointed as director, who, prior to the appointment, has worked for at least six years in positions in state administration bodies or institutions whose work is related to the defense and security of the Republic. The Government also appoints a deputy director of the Center for a four-year term. The deputy replaces the director in the event that he is absent or when, due to illness or other reasons, he is unable to perform his function, with all his authorities and responsibilities in management. The deputy, in cooperation with the director, performs tasks within the competence of the director that he will entrust to him.
REGIONAL ORGANIZATION
Otherwise, a total of 35 centers have been established in the country: 34 regional crisis management centers with headquarters in certain municipalities and one Crisis Management Center in the city of Skopje. In the regions where they are located, they inform each other, monitor the situation, exchange data and information. They also exist to provide proposals for crisis management and to prepare assessments. Regional headquarters are established in them, and the Crisis Management Center is formed as a Main Headquarters, headed by the director of the Center, as an operational expert body, which manages the activities for prevention and management of crisis situations. The dispersion of regional responsibilities, or rather municipal ones, means creating conditions for everyone to plan and train for dealing with a crisis situation. When the crisis exceeds the capabilities of the municipality, then the action is profiled at another level, i.e. a way of dealing with the crisis, first at the inter-municipal level (neighboring municipalities), and then at the state level, through coordinated action with the resources available to the state.
INTERNATIONAL COOPERATION
In terms of international cooperation, cooperation is established with the United Nations, the Organization for Security and Cooperation in Europe, the European Union, NATO, the centers of other countries, as well as with foreign embassies in the country. The Center also cooperates with the International Committee of the Red Cross and the International Federation of Red Cross and Red Crescent Societies and other international humanitarian organizations.
In accordance with the ratified international agreements, as well as based on the recommendations and guidelines of the Steering Committee and the Assessment Group, in a declared crisis situation, the Center also coordinates with international organizations. Accordingly, in order to protect the interests of the Republic of Macedonia in a crisis situation, upon a decision of the Government, international organizations, institutions and individuals may also participate.
CRISIS STATE IN THE REPUBLIC
When the security of the Republic of Macedonia is threatened by a crisis situation, and the state administration bodies do not have adequate resources and means for its prevention and management, then part of the Army participates in support of the police. For the army's participation in managing a possible crisis, a proposal is submitted to the Government by the Steering Committee, and the type and number of forces, as well as the capacities of the army units, their purpose, the tasks required and the duration of the activity and engagement, will be further specified by a regulation of the President of the Republic. The participation of part of the Army in managing a crisis situation is decided by the President of the Republic, who is also the Supreme Commander of the ARM. He may reassess the need for the participation of part of the Army at any time. Otherwise, the President determines the manner of the army's participation in a crisis situation, and the Minister of Defense, in agreement with the Minister of Internal Affairs, regulates the matters related to ensuring the necessary readiness, training and exercises for possible such participation of the Army in support of the police in the event of a crisis situation.
The Crisis Management Center is responsible for coordinating its own and all other necessary activities with all participants in the crisis management system, ensures continuous mutual communication and cooperation for the collection of data and information, informs and proposes measures on the risks and dangers that may threaten the security of the Republic.
FREE EMERGENCY NUMBER – 195, AND IN THE FUTURE 112…
The Center has established a single call number – to call in case of risks, dangers and other accidents on the entire territory of the Republic of Macedonia, 24 hours a day, every day of the week. It is the free emergency number 195, which represents the widest direct connection with citizens. Through it, citizens can report information that indicates a crisis situation or condition, i.e. in case of risks, dangers and other accidents on the entire territory of the country. Otherwise, the number 112 has been introduced in the European single communication and information system. This single European free telephone number for emergency calls, in accordance with the conditions, possibilities and established dynamics, is slowly being implemented in the Republic of Macedonia and will replace 195. The first phase is when the numbers 112 and 195 exist together and overlap, and in the final phase of the implementation, only 112 will remain, as the single telephone number for emergency calls. This is also one of the conditions for the admission of our country to the European Union.
